Yes, it depends on the licence type you have access to. To do that, you have to download the publication from the Publish Area in the Publication editor. You also have the option of uploading it on a FTP account.

You can restrict access by username and password. Only certain users with the identification details can access the publication. They will receive a e-mail notification with the publication link.
